In order to support the development, promotion, and marketing of cooperative enterprises, at least 51 organisations formed in at least seven districts or district cooperative Sectoral associations or district cooperative associations or provincial Sectoral associations may form a Central Sectoral Cooperative Association.

Provided that while forming an Association in such a manner, more than fifty percent of each of the district cooperative Sectoral associations or provincial sectoral associations registered all over the province shall have to be included.
