Prior to imposing punishment on any labour for misconduct, the authority imposing punishment shall provide such labour with a notice giving an opportunity to submit clarification within a
period of seven days, and such notice shall clearly state also the facts of the commission of the misconduct and possible punishment imposable if it is proved.
