1) The person who comes to know that an offence punishable pursuant to Section 124 has been committed or is going to be committed shall file a complaint within ninety days of coming into such information.

2) A person who comes to know that an offence to be fined pursuant to Section 124 has been committed shall file a complaint to the Registrar or the authority authorised by the Registrar within ninety days of coming into such information.
