At least 25 Sectoral Organizations of at least five districts Registered pursuant to Section 15 for carrying out works including works of development, promotion and marketing of Cooperative enterprise may together form Provincial Sectoral Cooperative Association on their specific sector.

Provided that while forming Association in such a manner, it shall include in the Association more than fifty percent of the Sectoral Associations Registered in the Province.
