Section 32: Opening of proposals

1) After the expiry of the deadline for the submission of the proposal, the outer envelope of the proposal received from the proponent shall be opened, and the sealed envelope of the technical and financial proposal shall be separated.

2) Out of the envelope separated pursuant to sub-section (1), the technical proposals shall be opened first, and the envelope of the finance proposals shall be kept safely apart unopened.

3) The envelope of the financial proposal separated pursuant to sub-section (2) shall be opened only after making an evaluation of the technical proposal in accordance with Section 33.

4) Other provisions relating to the opening of technical proposals shall be as prescribed.
