Section 68: Method of Communication

1) Any document, notice, decision or other information as referred to in this Act and Regulations made thereunder, bidding documents, documents relating to request for proposal or procurement contract as to be given by the Public Entity to a bidder, consultant or by a bidder or consultant to the Public Entity shall, unless otherwise provided for in this Act, be given in writing.

2) In case where a notice transmitted pursuant to sub-section (1) could not be served due to failure to trace out the address of the recipient bidder or consultant or for any other reason, a public notice shall be published in a newspaper of national circulation stating therein brief description thereof and where a notice is so published such person shall be deemed to have received the notice.
