Section 12: Action Not to Be Valid

Any action undertaken according to a decision of the Council, where any seat of any Council member has remained vacant or a person, without possessing the qualifications required to be a Council member, has been elected or nominated as the Council member, shall be invalid merely on the ground thereof.
