It shall be the obligation of the State to make Nepal a prosperous and affluent country by protecting and promoting fundamental and human rights, pursuing the directive principles of the State, and gradually implementing State policies, while preserving the freedom, sovereignty, territorial integrity, and independence of Nepal.
