Article 95: Address by the President

1) The President may address either a meeting of any House or a joint sitting of both Houses of the Federal Parliament and summon the members for that purpose.

2) The President shall address the first session after the election to the House of Representatives and a joint sitting of both Houses of the Federal Parliament after the commencement of the first session of each year.
