Section 13: Prohibition of Sale and Distribution

1) Notwithstanding anything contained elsewhere in this Act, if a separate license is required under the prevailing law for the purchase and sale of any particular type of goods or services or if any condition or procedure is required to be fulfilled, such goods or services shall not be sold or transacted without such license being obtained or without such condition or procedure being fulfilled.

2) If goods or services are sold without obtaining a license pursuant to sub-section (1) or without fulfilling the condition or procedure, action shall be taken in accordance with the prevailing federal law.
