However, the uprising resulted in the death of\u00a0many students,\u00a0personnel of\u00a0Armed police\u00a0force, media persons\u00a0and many\u00a0more. The\u00a0subsequently\u00a0formed\u00a0interim government of Prime Minister Sushila Karki\u00a0formed\u00a0a commission\u00a0popularly known as \u201cKarki Commission\u201d on the\u00a0chairmanship\u00a0of Gauri Bahadur Karki\u00a0to investigate the facts that\u00a0unravelled during the protest and to present\u00a0a report\u00a0to the government.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">This article shall address the legal\u00a0basis of the formation of the commission and the enforceability of the report so prepared by the commission. But before we dive into the provisions of the legal mandate that guides the formation of Investigation commissions like Karki Commission,\u00a0the very\u00a0first question that needs to be addressed\u00a0would be \u201cWhat is a commission?\u201d<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">In\u00a0simple words, a\u00a0<\/span><b><span data-contrast=\"auto\">commission<\/span><\/b><span data-contrast=\"auto\">\u00a0is a formal, independent body\u00a0established\u00a0by the government\u00a0to investigate specific issues of public concern. Legally, it is an entity entrusted with the power to gather facts, examine evidence, and provide expert opinions to the state. According to the<a href=\"https:\/\/nepallaws.com\/Laws\/constitution-of-nepal-2072\/part-21-commission-for-the-investigation-of-abuse-of-authority\/article-238-commission-for-the-investigation-of-abuse-of-authority\/\">\u00a0<\/a><\/span><strong><a href=\"https:\/\/nepallaws.com\/Laws\/constitution-of-nepal-2072\/part-21-commission-for-the-investigation-of-abuse-of-authority\/article-238-commission-for-the-investigation-of-abuse-of-authority\/\">Investigation Commission Act, 2026<\/a><\/strong><span data-contrast=\"auto\">, a commission is a tool for transparency, allowing the government to\u00a0investigate\u00a0&#8220;matters of public importance&#8221; that fall outside the daily scope of the judiciary or parliament.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-53f706e elementor-widget elementor-widget-heading\" data-id=\"53f706e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title
